Is there away to upload graphics into a post or is the only way to post a graphic is by uploading them somewhere else and then linking to them?

I was just wondering because of the new logo discussion.

Therefore you must link to an image stored on a publicly accessible web server, e.g. http://www.some-unknown-place.net/my-picture.gif. I believe there was a link somewhere to a page of phpBB "hacks". If someone can fetch it for me, I'll see if there's some kind of file uploading deal to play with.
