Since the jail is only allowed for mods and admins, make it only visible for them too.
Too many forums that people dont understand. Just makes sense

No, I'd rather show that there IS a jail and make sure that everyone knows about it. We just move posts that aren't necessary (spam [haven't seen that around yet, but just in case], and messup posts [like the poll I screwed up today])
